Bluish Dogbane

I'm a student at New York University. I'm working on a paper for class about the tobacco companies' attempts to market a medicinal cigarette. One such attempt involved putting bluish dogbane herb into cigarettes. This was supposed to reduce bronchitis symptoms and lower blood pressure. Is this at all possible based on the characteristics of bluish dogbane? Would placing medicine in a cigarette make sense for those who are so addicted to cigarettes that they can not quit? Was it beneficial to people that the companies passed on the idea?
   A. We have not yet looked into the benefit or side effects of bluish dogbane.
